In a large pot, combine the sugar, water, salt, and spices. Bring the brine to a boil and reduce the heat to low. Simmer for 5 minutes, then take it off the heat.

Add the raw onions and let the mixture cool to room temperature. Then stir in the vinegar.

Now start packing the herring fillets into jars. Layer pieces of carrot and onion in-between the herring. Then cover the herring with the marinade completely.
