In a food processor, process the cauliflower florets and the onions until they are 'riced,' or finely chopped but not completely pureed.

Transfer the vegetables to a large microwave-safe bowl, seal with a lid or plastic wrap, and microwave on high for 3-4 minutes. Then remove from the microwave but leave the lid and let vegetables steam for 5 more minutes.

Remove the cover from the vegetables, then fold in the rest of the ingredients: olive oil, parmesan, eggs, flour, chopped parsley, garlic powder, salt, and pepper. Mix until a homogenous batter forms.

Heat some butter or neutral oil in a large skillet over medium heat.

When the oil is hot but not smoking, spoon the cauliflower batter onto the hot skillet and press down on the fritter with the spoon to flatten it until it's about 1/2-inch thick.
